A tour of the Copa web site verifies Slater’s speculation. I’m skeptical about the actual truth of the claim, especially since it is made for all three locations.

I’m glad we could clear that up and have a few laughs in the process.

This probably isn’t a case of unnecessary quotes. It’s most likely a reference to a “Best of Philly” award, and therefore quotation marks around “Best” would be appropriate.
